Often they also<br \/>\nhave difficulty with digital skills. That equals 18%, so<br \/>\nabout 1 in 6 people in the Netherlands. Of these, nearly<br \/>\n1.8 million people between the ages of 16 and 65 have difficulty with language and\/or<br \/>\nmath. More than half of this group is indigenous.    <\/p>\n<p><strong>What is low literacy?<\/strong><\/p>\n<p>Low literacy is a term for people who have great difficulty<br \/>\nwith reading, writing and\/or arithmetic. People who are low-literate<br \/>\nare not illiterates. They can read and write, but<br \/>\ndo not master the final level of vmbo or level mbo-2\/3.
